Stuart recently retired from the California Government Operations Agency as Senior Advisor for Strategic Initiatives. In his decade with the agency, he played key roles in developing and adapting innovations for improving government operations, piloting promising improvements, and implementing new policy and state initiatives. Stuart served on the Governor’s Office of Planning and Research advisory council for implementing AB 1755, the Open and Transparent Water Data Act. Previously, as executive director of the Little Hoover Commission, he led the commission’s studies on state water governance. Prior to public service, Stuart was a journalist for two decades, finishing his career as city editor of the Sacramento Bee.
